In the cold winter months I use an Endura heavy weight long sleeve base layer under a Cannondale Slice Plus jacket.
The jacket is windproof but not waterproof but does a decent job in light rain.

I commute throughout the winter and stay warm and dry by wearing one or more wool tops. Rivendell sells some wonderfully cozy wool jerseys from Australia and New Zealand. Excellent, all-wool shirts are also available from Smart Wool and Ibex. The wool feels great when you put it on on a cold morning, it handles sweat beautifully, it doesn't smell, and it's a joy to wear.
