Officialy from La Vuelta : “The participation in the 2009 Vuelta will reach the maximum number permitted by the International Cycling Union (UCI) and its regulations: 22 teams of nine riders each, that is, 198 cyclists! Amongst the racers are 17 of the 18 ProTour teams and five professional teams:”
