I am61 years old no bike for over 40 yrs just bought venture 3.0 Raleigh. I have the small frame 16" I am 5'2" do you think that is the right frame for me?

Don't worry about your age or how long it is since you rode a bike as you are never too old or too late to start looking after yourself, so go for it!
You don't give your inside leg measurements, but even without knowing this or any of your other dimensions, except your height, I would say that as you are 5 foot 2 inches the 16 inch frame should be OK. The problem could be the length of the top tube, this is the reason for "Woman's Specific Designed" frames, they normally have a shorter top tube with a more relaxed angle to the head tube, and this takes into consideration (most) ladies shorter backs and arms. A perfect fit can still be found with different stem lengths and the height of the saddle.
